propdx is funky #1627

@cliffckerr i think this is the same thing that we've discussed before (eg https://trello.com/c/EDJPiHTm/266-issue-1108-investigate-issues-with-propdx-and-proptx), and concluded that:

  1. it's related to propdx, not proptx
  2. there's no easy fix
  3. if users want smooth diagnoses they'll need to adjust testing rates directly, not propdx.
