Discuss genBOC() #1636

Robyn reports problems with genBOC() finding globally optimal solutions. Should discuss.

Wouldn't this just be the same as the general optimization not finding optimal solutions with the fairly weak default values (i.e. not enough restarts)? Different default values (i.e. rerun from starting allocation and random allocations a few more times, skip the other options like uniform start) would resolve this as for general optimizations?

@rowanmh yes but that should already be being done, so need to investigate why it's not working
