beacon hive test can work now, but the test data is outdated, no client can pass the tests right now link

1, create an issue for history network validation with beacon 2, wait for beacon hive test fix 3, glados failures due to uTP(https://discord.com/channels/890617081744220180/1213274568190459904/1268115155443781682) 4, plan for state network development (confirm that the design spec is ready)
