Klar(2.4.0) does not white list specific images

Klar(2.4.0) does not white list images only the general added vulnerabilities

• used image nginx

• CLAIR_THRESHOLD is set to 1

• CLAIR_OUTPUT is set to High, kalr exit status returns 1 instead of 0

when the vulnerability is added under general klar returns 0 with same output and threshold used yml

Resolved by prefixing the image name hosted in docker by library/
