FR-fr UTF-8 characters don't work. #655

What steps will reproduce the problem?
1. writing in note windows 
2. can't use utf-8 characters (don't appaear on screen) even with Alt+[code]
3.

What is the expected output?

What do you see instead?
   <-that, nothing
What version of the product are you using?
0.7.9 and 0.7.8 is the same
On what operating system?
Win XP SP3
