Changes made to the dialout group do not require a restart, just relogging in.

This could speed up the process a bit, since the user won't have to wait for a restart.

Hello, I'm closing this PR because it doesn't seem to apply to the docs anymore. Thank you for doing this, and please let me know if I missed anything.

We already recently had to force push our docs to fix our repository size, so if you'd like to resubmit your PR please start with a fresh clone. If you need any assistance re-creating your PR, feel free to reach out.

Haven't had a chance to look at the new docs, but restarting doesn't really hurt and only takes a little bit longer once.
