Drop PyUtilib Dependency in pao #100

Pyomo has dropped the dependence of pyutilib (https://github.com/Pyomo/pyomo/blob/main/CHANGELOG.md?plain=1#L720). This PR aims to remove the dependence of pyutilib in pao, which might help resolve the issue #98 @mkoeppe
