Validate ATF using pyORACC #72

One of the main aims of pyORACC was to be used for validation of ATF without needing an internet connection to the ORACC server. By now we are testing the ORACC web services by adding an ATF validation functionality because it's the easiest case, but it's convenient to switch that to use pyORACC instead.
