Created new dockerfile for Oracle JDK 22. Updated OpenJDK 21 to the new OpenJDK 22 released today (2024/03/19)

I'm out on medical leave at the moment, so someone else will have to merge it. As @rjeberhard has required a change, he'll need to approve it anyway, so he should merge it after that.
