I do not have ubuntu bionic to test but I will check if I can have steps for you to enable scheduler for RT mode. Any chance, you can test it on Oracle Linux or RHEL/Centos?

Unfortunately I do not have other OS installed. Can we find a workaround for Ubuntu.
