Update netlib links #146

sandia.gov appears to be unavailable for some reason.

Apparently, f2c/src.tgz has been changed. It'd probably be a good idea to use a versioned artifact at some point.

Thanks, we solved this by switching to a mirror that is hopefully going to be reliable and will use versioned urls unlike the standard f2c mirrors
