tlshd: add 'delay' configuration parameter #25

Add a 'delay' configuration parameter to delay the 'done' message for exercising the timeout handling.

I'm leaning towards making this an undocumented setting. Less administrative clutter, and we won't be stuck with maintaining this knob forever (or, conversely, it can be changed later without fuss). Would you be OK if I applied this PR manually and dropped the tlshd.conf.man hunk?
