What happened?

Please migrate to registry.k8s.io for next release as per https://kubernetes.io/blog/2023/02/06/k8s-gcr-io-freeze-announcement/. The old registry has been frozen.

How to reproduce it (as minimally and precisely as possible)?

We have migrated to the new registry with release v1.27.0
