Please add singapore region. #123

Hi Team,

Recently I was trying to install and configure grafana for in Singapore region but this region is not listed, Please add this region.

You can immediately download and install from here: https://github.com/oracle/oci-grafana-metrics/releases/tag/v3.0.5 If you want to get it from Grafana, it will take a week or two for the review process.
