use Mercurial Python API in scm package #2853

Inspired by #2852, the mercurial Python API might be better for opengrok_tools.scm.mercurial.

Actually, it seems as if the official document on https://www.mercurial-scm.org/wiki/MercurialApi tried to dissuade everyone from using the API, giving indications on possible license change, API stability threats etc. so let's put this to ice.
