Currently, the IPS package depends on SUNWtcat (Apache Tomcat). Since you can use OpenGrok without Tomcat (e.g., by using GlassFish or just the CLI), the package should not require Tomcat to be installed. Instead, we should have a separate package that depends on the core OpenGrok package and Tomcat, and that installs source.war somewhere Tomcat can find it. A similar package should also be created for GlassFish.

The other possibility is to make the package container independent. The idea of having to maintain 3 IPS packages does not seem thrilling to me.

We no longer produce IPS package.

Yep, moved to https://github.com/OpenGrok/platform and no longer maintained.
