struct vfio_irq_info.argsz is zero when sending VFIO_USER_DEVICE_GET_IRQ_INFO to the server #2

I tested branch vfio-user-v0.5 (2618e7336c) and the server receives a VFIO_USER_DEVICE_GET_IRQ_INFO command and struct vfio_irq_info.argsz is 0 in the command data.

Fixed by some commit quite some time ago.
