incorrect documentation for oci_devops_trigger filters #2123

There's conflicting documentation for oci_devops_trigger resource. Based on the documentation the actions.filter.include attribute is only available for gitlab self-hosted servers but actions.filter.include.base_ref attribute is available for github, gitlab, devops_project. One of them is wrong
