Bump version number for Oracle Database 23c Free project #492

The Developer Release (version 23.3.0) of Oracle Database 23c Free is now available. This release replaces the initial Developer Preview (version 23.2.0). I suggest updating the OracleDatabase/23.2.0-Free project to reflect the new version number. No code changes are needed.
