Update Single node VM, Admin, Cluster and Dynamic cluster offers to include RHEL8.7 base vm images.

Updated RHEL 8.7 base vm images reference on all mentioned offers
Updated wls services as existing syntax is not compatible with RHEL8.7
Updated apiVersionForDeployment as existing was causing failure during appgateway deployment with eastUS region
