Fix failure that caused by az storage command. Remove public access container and access WAR file with SaS URL.
Use a shell script to generate testing parameter file, to avoid sed replacing problems.
Fix failure that introduced by Maven commands that query artifacts version.
Create a local action to set Maven ENV.
Update deployment script API version with 2023-08-01.
