As all of the WLS base images from ORC use AMD64 CPU, we have to exclude the unavailable VM sizes.

Exclude the known VM sizes that use ARM CPUs.
Show an ERROR message if the user selects a VM size that uses ARM CPU (size name contains p ).
Fail fast if the VM size uses ARM CPU.
