Is your feature request related to a problem? Please describe.

Current stemcell support grow out of small steps, its UX lacks consistency, and its implementation may require a redesign to properly support upcoming features such as #155

Describe the solution you'd like

[ ] Factor out iaas-specific stemcell support in template repo (rather than config-repo private-config)
[ ] Document overall stemcell support
[ ] Support skipping SPOFs from some regular/frequent stemcell bumps (as to reduce planned downtimes)

upload stemcell to bosh directors
