As Paas-ops, I want to host sandbox service in CF instead of bosh #1

As a paas-ops, i prefer deploying sandbox with a bosh release. The current bosh release runs the sandbox-ui and sandbox-service as 2 bosh jobs. Could consider using bosh errands to push the jars as cf apps inside cloudfoundry.
