As an osb-cmdb operator

In order to prevent an osb platform operator from mass deleting osb subscriptions
I need to fail after a certain rate of deletion requests is received

Bug https://github.com/orange-cloudfoundry/paas-templates/issues/1013 might accidentally limit concurrency but without any expected guarantees
