Seems the duplicate detection does not work

An issue remains when a mirror is scheduled and the target repo already has matching issues, but not tracked in our db.

A potential solution discussed with @ArthurHlt could be to fetch the paginated list of all existing GH issues on the target repo prior to starting the mirroring process, and update them instead of creating new ones

An option was added to refresh mirrors (e.g. when a new version of the trackermirror is deployed with enh formatting). This removes the situation that led to duplicate issues observed: deleting the db on purpose to test update to mapping logic.

Closing. Tracking reminaing limitatioon in #22
