Some buildings on OSM have the amenity key set to something which is a building, for example a school, but they don't have the building key, so terra 1-1 doesn't make a building outline for it. So areas with an amenity key should have building outlines. The amenity key is for facilities so this would include parking lots but I think that's ok because that would be useful for the BTE project.
