I have something like that but it doesn't start until 6000m cause that appear to be the highest point any plants grow. I could lower it (or just restrict flowers/tall grass) but certian areas do have fairly high up plants.
It depends on lattitude too, some plants might grow at very high altitudes in Peru or Kenya, but not in Norway. Maybe make it dependent on that?
I tried going to some tall-ish mountains where I live (>2000 m above sea level), and since the biome is plains, it spawns the occasional tree and all flowers and tall grass. However, trees at my lattitude (~42°N) do not grow past 1500 m. Nor do tall plants or colourful flower. After about 2500 m, it is grass itself that stops growing, and the soil is bare rock.
I think that, for greater realism, at certain altitudes and longitudes, plants of all kind should be prevented from spawning, and grass should be gradually replaced by rock at higher altitudes still.
