Add check for xPack GNU RISC-V Embedded GCC #4

This script is actually pulled down from here: https://github.com/xobs/lxbuildenv/blob/master/lxbuildenv.py

I'm hesitant to add changes here, as they'll likely be overwritten if we need to update from that source.
