Phing is needed for testing any changes to build.xml

Fixed by 6b5b0f20e9fffa38506d16d3c25fe62b46091220

Although phing was added in 6b5b0f20e9fffa38506d16d3c25fe62b46091220, it does not work with the enterprise build file, because VersionControl_SVN is needed as a dependency
