This PR proposal enables extension discovery of ORAS referrers API so that clients can determine whether they can call the referrers API.

Aligns with OCI extension specification
Makes a proposal for the oras extension name and we can use this PR to finalize it.

@vbatts @stevvooe @mikebrow since this would help validate an example for a non-OCI extension in the registry.
