bump: tag and release ORAS CLI v1.2.0-rc.1

What this PR does / why we need it: This PR proposes to tag v1.2.0-rc.1 based on https://github.com/oras-project/oras/commit/ed8d791300647bf5c5e4325af4e4280227640387 and release. At least 3 approvals are needed from the 5 owners.

• For oras discover, --output has been covered by --format, thus marked as deprecated
