Similar to https://github.com/oras-project/oras-www/issues/357, ORAS cmd packages is subject to change and might bring breaking changes to all the Golang libraries/binaries built upon it.

Library code that's ok to use by external applications.

See golang-standards. Closing this as ORAS cmd packages are not in /pkg folder. .
