What steps will reproduce the problem?
1. Using chrome v23.0.1271.97, cannot install

What is the expected output? What do you see instead?
- error message with invalid manifest file prompt

On what operating system?
win7 professional

I am having the same issue on my mac. Running Snow Lion with Chrome Version 
23.0.1271.101
