Form Runner home page to link to Form Builder #2159

When doing so, we need to:

Not show the link if Form Builder was disabled by removing its jar, by testing on the presence of a file inside the jar.
Take the content of the form-builder-permissions.xml into account: if the permissions are set in such away that the user can't edit any form, then we shouldn't show the link.

Also noting that we should have maybe a general link to the Form Builder Summary page, as well as links to the Form Builder Edit page for each of the forms.
