Report errors and warning at publish time #5746

Things to report (list to be expanded):

errors
- circular dependencies (#3602)
- reference to missing controls (via $foo)
- should also warn when writing formula
- TODO
warnings
- token generated but no token permissions are present (#5437)
- possible data incompatibility when publishing over an existing version (#3985)
- TODO

The report should be run:

automatically at publish time (with maybe a button in the Publish dialog to do it manually too)
via another button available in Form Builder outside of the Publish dialog

You can also imagine a banner with errors/warnings being always present in the Form Builder navbar.
