Following #5493, the three following pages should use the Form Metadata API pagination instead of retrieving all forms and doing client-side pagination:

Forms Admin page
Published Forms page
Landing page

Also check the behavior of selecting "All" forms. Should this be renamed to "All visible"?
How does this work on Summary Page?
If needed, create an issue to have a behavior like e.g. Gmail ("All 100 conversations on this page are selected. Select all 57,391 conversations in Sent Mail")
