This PR enhances the urban areas layer by adding new types as transport, social_building (zone de salle des fêtes pour les français), education (school, university, research_institute).
Because urban areas can overlap, a vertical merge process has been added taking into account the overlaping areas and the types. For example, an education type always has priority over a residential zone.

The urban areas are used to build the TSU. As for water and vegetation geometries the urban areas can be filtered with a surface parameter.
