Ocelot cli - test slack integration #174

In production, there are a handful of Slack integrations that have recently stopped working (for expected reasons - The urls were disabled on Slack's side)

It would be really nice if as a user, one could verify that any notifications in an ocelot.yml could have a manual user-triggered notification. This would allow a non-build workflow so notifications can be determined if they are or are not be working.
