Add vcs support for self-hosted gittea #196

Since Ocelot is self-hosted CI, it would be reasonable to want a self-hosted vcs.

I'm not familiar with the features of Gittea, but my completely uninformed impression is that it would be easier than say Gitlab (which already has its own ci)

Closing since we don't have anything currently preventing the use of Gittea. At the moment, we're treating all git hosts the same. That is, they are all urls.
