Updating (some) dependencies #311

Mostly here to update orbit-db-test-utils. I did not update to Webpack 5, nor Standardjs 16. Will do that later.

Found this issue: https://github.com/ipfs/go-ipfs/issues/7757 that seems to be related to ipfs.pubsub.peers working unreliably
