Enable GitHub discussions to move support requests/general questions out of issue queue #954

Other projects like phpstan use this to good effect. Would help with things like https://github.com/orbitjs/orbit/issues/929 that are basically support requests/clarifications but are not issues per se.

Thanks for the suggestion, @bradjones1. It appears that GH discussions have come a ways since they launched (or perhaps I just didn't explore them enough). Regardless, they seem to hold a lot of potential. I'll review how some other projects are using them and give them a try here soon.
