This will involve updating the consensus engine to align with the 0.37.4 version of CometBFT - Extensive testing will be required to ensure network stability

I think the testcase good is

Case1: all txs is oracle tx
Case2: Don't have any oracle tx
Case3: have both oracle tx and other cosmos tx

Execute this txs before and after unfork, expected block txs is the same order
