Track/TE Filter Options #31

Add functionality that lets the user filter out what tracks and TEs they see. Particularly tracks, like ground and sea tracks. This includes buttons or toggles somewhere in the UI that allows quick access to the filters.

Also add default functionality where grounded air-type tracks are ignored and not displayed/updated

This may also help remedy some of the issues with the database editing itself and causing a race condition when trying to render but modifying the collection
