Allow setting auctionKeeperMinimumDuration to 0, disabling them
If auctionKeeperMinimumDuration > 0, an auction is always started after foreclosure, for previous keeper's benefit
To limit abuse of keeper auctions, minimum royalty is derived from from Harberger tax rate
