Orbstack not shutting down via CLI

Describe the bug

Orbstack won't shutdown through the command line(orb stop or orb shutdown) and becomes unusable.

To Reproduce

1. Start Orbstack either by clicking the app icon or through orb command
2. Wait for a couple of seconds
3. Try shutting down Orbstack using the CLI with either orb shutdown or orb stop
4. The menu bar icon will start flashing and on clicking it, you'll see status as Starting
5. Opening Orbstack will show loading text
6. The app will be stuck in a loading state until you open the GUI and quit it from there.

Expected behavior

The app should quit without having me to open the GUI and quit it.

Can't reproduce. Can you get a new diagnostic report while it's stuck in the Loading state?
