Remove IMP dependency from Orc Eclipse plug-in #127

Description of Change:

Replace Orc Eclipse plug-in's dependency IMP, possibly with our own code.

Benefit of/Reason for Change Request:
IMP is abandoned.  There have been no release in 5 years, and the Eclipse 
foundation is terminating the project.

Issues/Concerns with Change Request:
Maintaining this will be work for us, but working around IMP's bugs has been 
effort-expensive, too.
(Also, consider Xtext, but it looks quite heavyweight.)
