Create orc-contrib repository #40

This module will initially be used to host student projects which may be
useful to others but which we do not want to maintain as part of the
official distribution. Unlike the other modules, this will contain
subdirectories which are separate projects, with their own src, README,
licenses, etc.

We should also move simanim and any other OrcSites not involved in online
demos to this module.

By "SVN module", I assume "SVN project/top-level directory" is meant.

Should it be an entirely separate repository, so that being a committer in 
OrcContrib is separate from being 
granted committer status in the main project?

Yes, I meant SVN top-level directory (I was thinking of CVS modules).  I can't
comment on whether it should be a separate project.

Now that we're on GitHub, this should be a repository under our organization with a different set of contributors.
