Make Orc JAR filename a setting in Orc Eclipse plug-in #48

Description of Change: 
Add an Orc plug-in launch configuration attribute that permits the selection of 
either the orc.jar 
included with the plug-in, or a user-specified orc.jar from the filesystem.

Benefit of/Reason for Change Request:
Important for debugging the Orc implementation when using the plug-in.
