Orc Web site HTML/CSS does not validate #54

The W3C HTML validator <http://validator.w3.org/> and CSS validator 
<http://jigsaw.w3.org/css-
validator/> both report errors for pages on the Orc Web site.

We need to correct these errors and get a "validates OK" for all pages on the 
site.

r1583 fixes many of the syntax errors, but not all yet
